I'm still a little concussed, but I think he ment a capo, as in, the thing you put on the neck of a guitar. It holds down all the strings at that fret (unless you've got one of the crazy ones that allows for weird tuning) and looks like an odd clamp.

Again, I could just be talking out of my head.
